Biography

A life in public service

H.W. Christopher Sarafino Wani Swaka serves as Founder & Patron, Rajaf Civic & Faith Foundation. His work has centred on the practical infrastructure of daily life — the roads people walk to market, the drainage that decides whether a neighbourhood floods, the classrooms and clinics that hold a community together.

He came to city leadership through community organisation rather than distance from it, and has consistently argued that a city government earns its authority by publishing what it plans, what it spends and what it achieves.

His current focus is a coordinated development programme across twenty-one sectors, funded through a combination of public budget, development partnership and community contribution, with every project reporting openly against its objectives.
